This is the Reef Dandy (Foppuss foppuss).
The Reef Dandy spends most of its time in the Kelp fields that grow just off the coast of some of the smaller islands. It hides and feeds on the Kelp where it makes its home and rarely moves away from the kelp where it feels safe. I have found that if you hold a spoon full of honey just under the water they will come to feed on that as they have a very sweet tooth.
